The databases are information containers that contain all documents, protocols, plans, concepts of the Orga, which other members have access to. The information is freely accessible and should be kept transparent. Therefore, it is important that not only the orga itself can view the data, but also others - Following the OpenSource principle, disclose everything that is not private.  
The whole thing makes sense, because other groups can benefit from the knowledge and thus duplicate work can be avoided (decentralized centralization). How the database is made available, each group must decide for itself, but open source products should be used, so that everyone can access the data.
